Are you so sure the USB subsystem is at fault? Maybe the problem lies with cups. Be that as it may, you can re-initialize by rmmod'ing the relevant USB modules and then modprobe'ing them back. Maybe just doing the usblp module will be enough. Maybe you'll need to unload the driver for your USB controller (like usb-uhci). To do a complete re-initialization you'll have to remove _all_ the USB modules. Note that you'll have to unmount /proc/bus/usb before you can rmmod usbcore.
