OK, some more information (if anyone is even reading this?).

Using the USBSnoopy thing in Windows I see there is a constant stream of
packets flowing from the device.  Even when it's not being used.  Is this
some "other" type of mechanism (non-interrupt based or something)?

I noticed in some of the first USBSnoopy packets there was something about
transfer modes and Pipe-something-or-other-interrupt-mode being INVALID.
Is that maybe confusing the Linux driver?  I can provide more detailed
information if needed but I'm not sure what to look for.

I tried the Suse Linux 9.1 LiveCD because that other person said they got
in working in Suse but it behaved the same way and would not work any
better than it does on my normal system.
