Try reposting this to the linux-usb-devel mailing list. It concentrates more on programming issues, and many of the developers don't even read linux-usb-users. It would be a good idea to include a sample log demonstrating the problem, to give people a place to start looking for bugs. But bear in mind that the 2.4 series doesn't get a lot of attention from developers these days. People may just say that you need to get the manufacturer to port 2.6 to your device. In fact, it wouldn't be surprising if the manufacturer's changes were responsible for this bug.
