not sure what you are asking. I think you are asking "When making a
DVD is it better to start with a 720p file and transcode it down to
DVD resolution, or start with a SD res file and turn it into a DVD
image?"

It always pays to start with the highest res available BUT there are
losses on every transcode, so if you have an mpeg2 file that is
already at DVD res, you shouldn't need to transcode at all and may get
as good results as starting with the 720p file (and a lot less cpu
intensive).

But these issues are very subjective.
