One company poping up and making EVs that work can be shut down like Tucker
was.  Delorean was shut down (but the cocaine didnt help). What cannot be
shut down is the club based groups that make EVs.  So many people will see
the clubs and their self made EVs and ask for one.  The club makes it and
all members support its maintenance.  Unless the person is familiar enough
to maintain it their selves.
