Did you try my sharepoint utility pack? It may not be web based, but it has 
more options, including registering to lists with same name in sub webs, and 
setting the "Data" property for the event handler

Maybe you already know this but I found a quite useful solution to allow insert 
event receiver directly to a list.

I have tested and works well for me. I created a signed dll, drop it to the 
Assembly cache and then using this interface I linked it to the list I want 
without create a new feature for it.
