One will always have to specify a writable path where the logfiles should be 
stored. In normal circumstances the log4net configuration file location is at 
the assembly location and that directory, being a subdirectory of "Program 
Files", is naturally write protected. Giving someone a hammer without telling 
him to not hit his thumb is equally sensible. As I see it, this feature would 
create more problems than it would solve and therefore I mark it as a "won't 
fix". Feel free to reopen the issue if you disagree with this decision.
