Try removing "quiet splash"
from /var/lib/tftpboot/ltsp/i386/pxelinux.cfg/default so that the splash
screen goes away and you can better see any error messages.

Ipconfig may be related (the initramfs program used to get a dhcp
lease), it does have a 60 seconds delay in some parts of its code. That
program was replaced with udhcpc in Ubuntu/LTSP 9.10, if you verify that
this is  indeed the problem, you might also want to try with a newer
chroot.
