Setting the nameservers via tail rather than base worked -- for both
LTSP server and client.

$ cat /etc/resolv.conf
# Dynamic resolv.conf(5) file for glibc resolver(3) generated by
resolvconf(8)

nameserver 127.0.0.1
nameserver 8.8.4.4
nameserver 8.8.8.8
$ ls /etc/resolvconf/resolv.conf.d/
base head original tail
$ cat /etc/resolvconf/resolv.conf.d/tail
nameserver 8.8.4.4
nameserver 8.8.8.8
My base file is empty.
$ ls -al /etc/resolvconf/resolv.conf.d/base
-rw-r--r-- 1 root root 0 syys 12 12:42 /etc/resolvconf/resolv.conf.d/base
After you have created tail file remember start service resolconf:
$ sudo service resolvconf restart
