I've had this problem as well with Clipper-based applications (which is still 
quite popular in Indonesia).

I managed to find several (ancient!) dos utilities, which forces these apps to 
give up more CPU slices to the OS (linux).
However, from my tests, this tend to make the application to become unstable / 
slowed down too much.

I couldn't remember if I've tried "renice", so do give it a try as well.
