It is nice for both customer and for builder when an instrument in stock will suit the customer, avoiding the delay of a custom build. However, the need to warehouse stock is an issue, both space and insurance. There is also the hassle of customers desiring to experience the instrument first hand, if one has them visiting the shop one loses time, if one sends off the instrument on aprooval, one risks damage in shipping...
