Although since Adobe created the PS/PDF standards, you could say
acroread is the reference implementation :)

Adobe should really be sponsoring a free project as a reference
implementation. It doesn't have to create the files, they would still
have Acrobat for that. The Win32 implementation of Adobe Reader is so
damn slow I can't even use it on a slightly-non-brand-new PC...
