I guess you only use Latin languages, in which case a single keymap suffices.
But if you want, for example, Hebrew/Russian/English, then you need 3
different maps!.

We can define the keymap of all latin languages to be "latin", and have a
lyxrc variable which select the real keymap to use for these languages.
And/or, we can have 3 different modes of keymap: no keymap, manual (i.e. the
old behavior - there are two keymaps, and they are switched by the user),
and automatic.
