This is a bug in LyX 1.1.6fix1. When you export a lyx file to html (File|Export|Html) using latex2html it includes a line <LINK REL="STYLESHEET" HREF="name_of_document.css"> The problem is that you copy the file name_of_document.html from the tmp/lyx directory but do not copy the file name_of_document.css.
