It's not a bug but a feature of IEEEtran.bst:

% This function detects entries with names that are identical to that of
% the previous entry and replaces the repeated names with dashes (if the
% "is.dash.repeated.names" user control is nonzero).
FUNCTION {name.or.dash}
{ 's :=
   oldname empty$
     { s 'oldname := s }
     { s oldname =
         { is.dash.repeated.names
              { repeated.name.dashes }
              { s 'oldname := s }
            if$
         }
         { s 'oldname := s }
       if$
     }
   if$
}

You can switch it off by

1. adding the following entry to your bib file:

@IEEEtranBSTCTL{IEEEexample:BSTcontrol,
CTLdash_repeated_names = "no",
}

2. then adding the following to your preamble

\usepackage{IEEEtrantools}

3. and finally, this somewhere in your document:

\bstctlcite{IEEEexample:BSTcontrol}
