Not here. It's the trackball scroll ring when the Ctrl key is depressed.
Ctrl-scrool ring counter- and clockwise shrinks and expands the displayed
font.

Strange that the keyboard shortcuts don't work for you. Could you check
whether they are assigned (Preferences > Editing > Shortcuts). For
example, filter for "buffer-zoom-in".
(Ctrl+wheel/trackball should work in addition to this.)
