  223 is the code of ß in a given encoding. In this context the encoding is 
used by microsoft, it is almost equal to latin-1 but not quite (as usual :-), 
in this range of values is the same as latin-1.

  Just to confirm (calling from ipython):

In [13]: print chr(223).decode('latin-1')
ß
