Yes, remove the empty line before \editor.
The problem is that LyX does not know the \editor command, and so it puts
the \maketitle command after all known title layouts.
Another solution would be to create your own .layout file for jmlr2e
articles.
You can enter this in bugzilla if you want, but a solution is not so easy.
