tin 1.8.3 also installs for me on another 10.4.11 Intel system with MacPorts 1.6.0 and Xcode 2.5.

Tell me about your /usr/bin/strip. :) Here's what mine's like:

$ file /usr/bin/strip
/usr/bin/strip: Mach-O universal binary with 2 architectures
/usr/bin/strip (for architecture i386): Mach-O executable i386
/usr/bin/strip (for architecture ppc): Mach-O executable ppc
$ ls -l /usr/bin/strip
-r-xr-xr-x   1 root  wheel  318228 Sep 16  2006 /usr/bin/strip
$

I have Xcode 2.5 here installed. Could it be the cause or is it irrelevant?

I take it back. You've reported the same problem ("install: exec (strip): No such file or directory") with both tin and openssh, so now I suspect your system of being unusual. We have had this problem with your system before. Could it be that your computer is missing the "strip" binary which is supposed to live in /usr/ bin/strip? I really think you need to reinstall Mac OS X to get it back to a usual configuration that we can all deal with.

tin 1.8.1 installed just fine for me, with Mac OS X 10.4.11, Xcode 2.4.1, MacPorts 1.7.0 from trunk, Intel Core2 Duo:

$ sudo port install tin

Still, I updated the port to version 1.8.3 in r33459. If that doesn't help, you should file an issue in the issue tracker, making sure to indicate your version of Mac OS X, Xcode, MacPorts and what architecture processor. You know the drill! :) You don't need to keep posting errors here; you should go straight to the issue tracker and file tickets.

You could also try the newer development version 1.9.2 available in the port tin-recent. (This unusual port naming is about to be discussed on macports-dev.)
