Just to confirm,

Doesn't legacy first only work if you're using lilo to boot? If you're using
elilo, then I don't believe there is a way to boot it by default, without
rebuilding refit at least.

I've had problems with my mac mini via lilo, the console seems to go all
staircase effect and freezes, although the system itself boots. Can anyone
recommend append/settings etc for a successful lilo boot config for a mac
mini please?

in refit.conf, just uncomment :
#legacyfirst
then linux will boot first.
you can adjust timeout also.
