Andrew,
I fought with this for several weeks before I figured out that my particular 
Mac needed me to download the drivers from Apple.
I had to create the bootable USB drive.
It’s said you need a 16GB flash drive, and that’s what I got, but not sure why 
that size.
1. Go in to Bootcamp utility.
2. check the first 2 boxes to create the installation media, and to download 
latest drivers from Apple.( this 2nd box is unavailable so is not changeable) 
The 3rd box should be unchecked as you do not want to completely install just 
yet.
With some Macs this is all you had to do and you could check that 3rd box and 
complete the installation, but in my case, I had to download the drivers from 
apple and add them to the newly created flash drive installer.
Once you have downloaded the drivers from Apple for your specific Mac, you can 
copy and paste the “Bootcamp” and “$WinPEDriver$” folders to the main area of 
your newly created Windows installer.
Now you can go back in to Bootcamp utility and uncheck the first 2 boxes and 
check only the 3rd, and complete installation of Windows.

I do not know this for sure, but I think it has to do with the SSD’s in the 
newer Macs. I also think most of the problems are installing Windows 7, and I 
suspect the proper drivers are just not available on the Win 7 disk.

I hope this helps someone, and please let me know if I need to clarify 
anything. Wrote this quickly.
