I think it is kinda late not because of the need to create community (great community already exists). By the time the device becomes availble to all you probably want to have most important existing apps ported and tested. My impression is that this is not the case right now. Some work can be done with scratchbox environment, but in my experience it is not quite the same as running apps on the device itself.

Active community members and developers do not need to be "created" overnight, they existed before the developer program was launched.
