It's difficult. I now it because I built some ARMEL packages from the source
and it was a nightmare! But well, have a look this vmare Appliance (
http://linuxtracker.org/torrents-details.php?id=3468) which modified for
maemo 3.

To build ARMEL packages you can use mud-builder -
http://mud-builder.garage.maemo.org/docs/index.php?id=creating
