At least in IT2006 it looks like when the boot reason is 'charger' it boots into rootfs so the X server and all the stuff is preloaded and later 'poweron' is quick. The difference between charger wakeup and power button seems to be somewhere near the end of boot sequence before the desktop shows. So if rootfs is corrupted it reboots even when connecting charger.
