It appears that around version 2.1.2 of Mailman things changed from
using 'bulk' to 'list' as the value for the Precedence header in emails
sent to the list subscribers, however the moderation emails are still
sent with a Precedence of 'bulk'.
Maybe it's not really a bug, but it's an inconsistency which can cause
problems when email filters act on the presence of the bulk value.
