I had the same bug -- and it also appears as Bug #266110 (sf1002486), Bug #266113 (sf1006797) and Bug #265938 (sf769484) from years ago and still hasn't been fixed.
Using sudo newlist in the command line works. However, while the web interface does create a list (although with an error reported), it results in bouncebacks when subscribers try to send email to the list.
