No. You have ensured that digests will never be sent. c) says that
digests will not be sent when cron/senddigests is run and b) says that
digests will never be sent based on size.
What you want is to set digest_send_periodic to Yes and adjust
mailman's crontab to run cron/senddigests weekly.
