This appears to be https://bugs.launchpad.net/mailman/+bug/1257112, long since fixed in https://bazaar.launchpad.net/~mailman-coders/mailman/2.1/revision/1438. Current version of Mailman 2 is 2.1.34 and includes a very large number of important fixes, including security fixes and DMARC mitigations. If you are using 2.1.15 on the Internent, I strongly recommend upgrading.
