Since my initial post, I have tested several iterations of parent\child
rules and all is working properly on my systems.

The behavior I see is that even if the parent rule has messages that
meet the selection criteria, the subrules still do not execute…
That sounds like it could be a bug. A subrule should be applied when
the parent rule matches. If you are sure it's broken then I'll look
into it. (If it's broken then I'm guessing not a lot users rely on
this feature.)
