"dist" depends on "compile-tomcat", which, in turn, depends on "compile",
which, in turn, depends on "prepare-tomcat".
I'll look into this.

I'm trying out the war file version and it looks like the PHP build, so
I'm running into lots of errors for the proxy script. Did the
prepare-tomcat traget get run when you create these?
