Dojo is a lot more than just the overlib library. Of particular value is that it provides an events and inheritance framework that Mapbuilder has written from scratch.
If Mapbuilder were to be written today, we would probably build it from Dojo (or maybe the Google Web Toolkit), but 5 years ago when we started we were breaking new ground and had to invent all this functionality from scratch. It would be good to migrate to Dojo, and we have discussed this, but it would be significant work, involving updating the entire codebase.
