Hi Mike,

I am surprised to find proj4 available in the MapBuilder environment,
and I agree with your suggested name.

Do you sync up code changes and fixes with the proj4 project 
(is there a proj4 project - I thought it was originally developed 
by a fellow at USGS?).

Anyhow, the lineage of the code gives the library credibility,
and I would add the 'proj4js' tag.
