Lex Tiekink's email asking how to contribute to Mapbuilder has me
thinking that we can probably make it easier for developers to
contribute to mapbuilder without compromising our security.

In particular, I like the Openlayers model where they give write access
to the sandbox/ directory to anyone. However, only trusted developers
are given access to the other directories.

This would mean that new developers could build code, save it in svn
(which makes review easier) and copying back to the trunk easier.

Any thoughts?
