Yes it did work in the past and contained some _really_ interesting time 
series data. The problem with using that server are twofold:

- it is a huge capabilities document currently at 2.3Mb (at 
http://svs.gsfc.nasa.gov/cgi-bin/wms?request=GetCapabilities) which 
takes a long time to download and parse.  I tried getting around that by 
saving a local copy in NasaCaps.xml and keeping a subset of the layers, 
which works fine for while except,

- they keep changing the layer names, or at least they used to.  (I'm 
not sure why) The result of that is the cached version in the repository 
ends up being invalidated.

Looking at the current response for that server in the TS demo, the 
error I'm seeing  "CRS=CRS:84 not available for layer XYZ" and 
"2005-08-26T23:45:00 is not valid for Layer 3216_22510."  so there is 
something wrong with the formulation of the request params.  Does OL 
support requests to a WMS 1.3 server?  That may be the issue.

In any case, it can work, but it is difficult to keep it working, so we 
should perhaps take that server out of the demo.  If anyone has to do a 
presentation, it should be simple enough to setup a working example.  If 
someone is going to be cleaning this up, please leave the NASAwms.xml 
file (or move to the archive) so we have a record of the URLs involved.  
I might have time to look at this this weekend.
