It would have to be after proj4js is loaded, but it is just a matter of 
overriding Pro4js.reportError method.  We could also do that directly in 
MapBuilder's copy of proj4js.js which may be the simplest solution.

The other question is what should reportError do?  an alert(), 
console.log(), or ?
