Jørn, I haven't tried it myself, but try using PNG (or GIF if you can tolerate 8-bit images) as the output format since these formats support a transparent value (as far a I know Tiff and jpeg don't). I'm not sure if Mapserver passes the OFFSITE value to GDAL for setting of the transparent color of the output image(likely?).
