Agree with Mike and Italo, we should use "Notebookbar" IF needed.
In general it's more an technical term of an different toolbar implementation and my goal is, that there is no difference from the user perspective between toolbars and notebookbars. So in Menubar -> View -> User Interface there is no "Notebookbar" or "Toolbar" separation needed and shouldn't be done.
