The capitalized word is the one too often left out of recent accounts of the Russian offer of weapons sales to Iran, the purpose of such omission obviously being to scare the Western reader. One account of the projected sale ( http://www.ynetnews.com/articles/0,7340,L-4647920,00.html ) quotes Putin thus: "The S-300 is a defensive weapon that shouldn't pose any threat to Israel, and may in fact serve as 'a deterrent factor in connection with the situation in Yemen.'" The last point is all too unfortunately true. (Of course an even more realistic "deterrent" would be for Putin to tell Rouhani to get the fuck out of Yemen.)
