This is usually caused by the fact that you have recently restarted the 
Tomcat context in which your webapp resides, and that the servlet that 
you named "dispatcher" (in your web.xml) has not yet been initialized.

It could also indicate that the servlet had an initialization error, 
for which you'll need to check the logs to fix.
