I tried to reproduce your configuration - put maverick.jar into
CLASSPATH environment variable on Win and got similar errors.

I think, the reason is that in this really_strange_configuration, when
maverick.jar is in CLASSPATH, Dispatcher is loaded by Tomcat with wrong
classloader, and that classloader doesn't see classes from WEB-INF/lib.

So, remove maverick.jar from CLASSPATH and move it to WEB-INF/lib (if
it's not already there), and it will work finally. I hope. Or, maybe,
Jeff will write what's wrong.
