In a transactional system it usually does not make sense to recover
individual tables because that will lead to an inconsistent state of
the whole schema.  So it makes complete sense to have this as the
default option.

There are however DB products that can recover smaller chunks than a
whole DB or schema but I always considered that a manageability
feature to deal with large data sets. You have to know what you are
doing if you do this.
