Stand-alone Mesa has drivers for Xlib, Windows, etc.  There's also the 
"OSMesa" interface for off-screen rendering which doesn't depend on 
any particular OS or window system.

See Mesa/progs/osdemos/  There's examples of using the off-screen 
interface there.
