I've noticed that different OpenGL implementations seem to use the same
constants to define their GLenum symbols.

For example, both mesa and nvidia define the symbol GL_MAX_TEXTURE_SIZE,
in their respective gl.h headers, to be 0x0D33.

Is this on purpose, to allow binary compatibility between
implementations for libGL linked programs, or is it just a coincidence?

If it's on purpose, is there official standard somewhere that specifies
the values to be assigned to all the GLenum symbols?
