from what i understand this is because of illegal boarder crossings, not because the authorities care about some stones...
if stones were comming into morroco from other nations and their export is made illegal they will just travel to another state where the export laws are more lax.
I have notice some moroccans are arrested in Algeria why found with meteorites...
