Yep, ammonia isn't good for fish. Which is why they are constantly dumping it out of their bodies-- into the water. If some of the ammonia happened to make it to the surface of the ocean, for a few minutes a small area would have a slightly higher concentration, which would quickly diffuse into the general fish-pee background.
