Hi Christian and group,

Okay, being a public repos is unfortunately not an option for me. The problem I 
am trying to solve is installing on machines not able to access to internet, 
and try to avoid using a shared drive.

Does the mpm.exe look at any local file trying to validate the URL? What does 
it do when it cannot reach the internet to lookup the list of mirrors?

The package manager validates a repository URL by checking a list of
well known repository URLs. Your repository cannot be found in this list
and so it is rejected. If you want your repository URL to be valid, you
must register a CTAN mirror: https://ctan.org/mirrors/register/
