I think this problem relates to the CPAN.pm bug we've seen reoocur several 
times where it tries to upgrade perl.  This is one of the biggest 
complaints I've heard from sysadmins trying to use perl apps in the last 
few years.  It seems like there should be some way to define certain 
modules as "core" - meaning "don't install unless you're really sure".  
These "core" things are dangerous to install mindlessly and shouldn't be 
considered for installation by automatic tools.  Can a flag be added via 
PAUSE or something else?
