Hah, if only it were so simple...

The trouble with non-standard install locations is that in general the
paths needs to be fixed. Right now I have no better way of doing that
than the hideous hack that is:

https://metacpan.org/source/PEVANS/Alien-unibilium-0.11/lib/Alien/unibilium.pm#L92

Without those two things, it won't be sufficient to simply set the
PKG_CONFIG_PATH.
