extensions are based around (I believe) X-windows. I don't use Linux, and
am stuck with windoze. Are there any utilities around to run the frame
analyser with windoze 95, 98 or NT ?

Sure, you can download a GTK version of LAME and GTK dlls. Then you can run
nice graphical frame analyzer with LAME. Note, that not all LAME versions
are compiled as GTK. 

I have find over internet these latest versions:

lame-3_85BetaGTK.zip
lame370GTK.zip

and two GTK DLLs versions - when I try it, one was crashed and second run
seamless OK, but I dont remember which :-(
