According to this article, the police department plans on training officers
to respond better to people with mental disturbances:

As far as I can tell, this is the first time any police spokesperson has
even hinted that they might possibly be able to improve the way they've
handled situations such as the ones with Barbara Schneider and Alfred
Sanders.  Most of us are not faced with such grave circumstances in our
jobs, but I think most of us do regularly face situations where we are
forced to consider that we could have done things better.  Everyone needs
to consider that, even (or maybe especially) the police.  

The training described in the article seems like a step in the right
direction.  Too bad three people had to die before the step was taken.
